What’s wrong with Dutch schools?

Thousands of Dutch secondary school students took to the streets recently across the country. They were protesting the shortage of teachers in secondary schools, and the requirement that they spend 1040 hours a year in class, regardless of whether or not they receive instruction during those hours.
But the students aren’t the only ones worried about the quality of their education. A parliamentary inquiry has been looking into what has gone wrong in education reforms over the past twenty years.
The inquiry has now completed its public hearings, and is preparing its report, due out in January. So what is wrong with the Dutch education system?
