The National Ombudsman Alex Brenninkmeijer says immigrants who are in the Netherlands legally should be entitled to an identity card. He says many bona fide residents are unable to meet their legal requirement to carry identification documents.

Asylum seekers, for example, often have to wait for residency permits and Dutch passports. Without ID, they are unable to open bank accounts, access the health service or identify themselves at school or on work placement schemes. Justice Minister Ernst Hirsch Ballin says he will study the ombudsman’s recommendations.
