According to the European Commission’s latest estimates, the Netherlands will succeed in meeting its Kyoto Protocol commitments. The EC says Dutch greenhouse gas emissions will be reduced by almost nine percent by 2010. However, the reduction is mainly due to Dutch projects in other countries, including projects in China and India, which were paid for by the Netherlands. Greenhouse gas reductions achieved in other countries can be used to write off emissions in the Netherlands.

A number of other West European countries still need to implement tougher measures in order to meet their Kyoto Protocol commitments. The European Commission is increasing pressure on a number of countries including Belgium, Denmark, Austria, Ireland, Spain, Portugal and Italy.
