Dutch Conservative Party wants to drop archeology treaty

The conservatives (VVD) want the Netherlands to abrogate the Treaty of Malta, which regulates protection of buried archaeological treasure. The treaty drives up building companies’ costs, according to MP Annette Nijs. But she received no support in the Lower House.
Under the treaty, a project developer pays for archaeological research in the ground on which he wants to build. Nijs says companies are hesitant about starting projects. “Due to the treaty, urban development is locked up.” She drew a parallel with EU regulations for protected plants and animals and for air quality, which have for some time been hindering road and housing construction in the Netherlands.
Until now, the VVD had supported the implementation of the Treaty of Malta, including in 1998 when the House voted for ratification. Municipalities are allowed to make exceptions to the principle that the excavator pays for the costs of soil research.
Conservative (CDA) MP Van Vroonhoven characterised Nijs’ position as opting for the easiest way. She is also afraid that the Netherlands would become the “laughing-stock of Europe” if it abrogated the treaty. Labour (PvdA) MP Roefs does not support the plan either. The CDA and PvdA together form a parliamentary majority.
